      It’s a daily quest in Harwick. You can’t have that item, it’s just to ride around for some time/finish the racing quest.

      (Not the screenshot person) It’s a quest in Harwick, one of the randomly appearing reputation dailies. So it’s not an item you can acquire in game, you just are displayed using it, looking very silly, while doing that quest.
