Legacy Tier Upgrade

CSTM RECOMMENDATION: A Legacy Tier Upgrade will upgrade one legacy on your legendary item one tier. These items are per character and will only upgrade one legacy on one legendary item.
This is what in-game is called a Scroll of Empowerment. There are different varieties in game based on the level of your Legendary Item but they are all named similar. For example a level 75 legendary item simply needs a Scroll of Greater Empowerment. These items are available in game from skirmish camps and barter tokens if you prefer to get it via an in-game method.
Relic Removal Scroll
Safely unslot all Setting, Gem, and Rune relics currently slotted on the legendary item, and place the relics back in your relic pool. Crafted relics will not be unslotted.

CSTM RECOMMENDATION: These little puppies are store only items and can be pretty darn handy too if you have a sweet relic you’d like to keep from a deconstruction.
Derudh’s Stone
The Derudh’s Stone is a permanent pocket item that grants your character +25% bonus experience towards monster kills when equipped. This item binds to your character when equipped. Note: Players who purchased the Rise of Isengard Pre-Order automatically receive this item on all characters, and should not buy it.

CSTM RECOMMENDATION: I actually own this stone twice over. I got one when I pre-ordered Rise of Isengard last year and I got another one when I bought the Steam Starter pack. On the whole, I do like this item. I’ve been using it on and off to help me keep up with the Dum group with my Burglar getting a bit of an experience boost when I notice folks starting to level and I have a ways to go.
It is a pocket item and so it does replace something that could be filled with stats. I typically do not use it for dungeon running (or at least a first try at a new dungeon for my group) preferring to use a stat item to make my character a smidge better. It is nice that because it is a pocket item I can choose when and where I use this 25% boost.
On the whole it gets a “meh” simply because I truly believe there is no reason to rush your leveling. It’s not a bad item but if you’re still on your first character, I highly suggest you do not rush to the end. Enjoy the journey through Middle-earth. I know I would love to be a newbie again and delight in exploring all there is to find in the world.

CSTM RECOMMENDATION: A quicker result to the same end if you just took your time. It will only affect the legendary items you have equipped and set to earn exp. If you’re looking to pump out some relics and get your LI to 30 for the legacies, this will help you get there faster.

Is the xp item char or acount based?

Store one will be per character, the ones mentioned in the blurb about the stone are account wide things you get as part of those packs.
There’ll be the upgraded one (outrider’s stone) hitting the store more than likely after RoR hits that caps at 75 where derudhs stops at 65.

The relic removal scrolls are always a good investment, don’t want to lose my tier 8 relics when I break down my LI’s in the future. Plus we probably will have relics on the new horse LI item I would assume.
