Does the Skirmish Soldier Token description really say that?
Mine always grays out when I enter combat, so I can’t summon him.

Yup I copied and pasted. I’ve never used a token before for the soldier.

I’ve used the Landscape Soldier Token. As with Skirmish, you must not be in combat in order to summon. You can enable “Landscape Soldier Vitals” via a right-click on your character portrait. Once the Landscape Soldier is enabled, you can see a countdown of your remaining time. Soldiers will be auto-dismissed if you enter certain zones, and your remaining time is paused whenever the Soldier is not summoned.
