The official release notes for Update 3: Lost Legends of Eriador have been posted for your viewing pleasure. There are also a set of separate store release notes available.
For your convenience I’ve combined both sets of release notes into this single handy dandy PDF!
Scheduled Downtime for Update 3
The LOTRO Game Servers will be brought down on Monday, May 23 from 6:00AM – 11:00AM Eastern (-4 GMT) to launch Update 3: Lost Legends of Eriador.

Interesting Map changes, and I’m looking forward to the searchable titles/skills.
(Just to note some of the more overlooked changes in this Update)

I dunno about having the map fully available to me. It was kind of a sign of “ooo I haven’t been there!”
May 20, 2011 at 4:33 pm
Yeah, that one’s a bit of a toss up (though handy for alts at least, in my opinion).
May 20, 2011 at 5:08 pm
Yeah I liked that too. But it DOES get irritating when you’ve opened a map three times and then the fourth char still can’t see everything.
Maybe they could make it so the first char on a server has to open the map, but once it’s open, it’s open for every other char on that account.

I like that idea pointy, I along with GS like to see what I haven’t explored… it’s exciting.
May 22, 2011 at 11:38 pm
I like this idea too.
Coz I still remember the fun about exploring unknown areas on the map when I first started playing Lotro. It will take away the excitement if I can see everything right from the start.
May 24, 2011 at 7:59 pm
Yes, after seeing the full map without earning it…
I hate it.
Who thought that’s a good idea?
May 20, 2011 at 5:07 pm
Oh, good, the Large Windmill is fixed – I’ve still got that giant useless tower sitting in my yard…

“The map notes for stable-masters now display their location name in their tooltips.”
Thank god. That has been on my wish list forever.
May 24, 2011 at 8:00 pm
Agreed. That’s wonderful!
May 20, 2011 at 6:15 pm
It really is the little things that count! The new skirmishes are cool, and all, but I’m more excited about this:
* The Title panel now allows you to search for specific titles.
* The map notes for stable-masters now display their location name in their tooltips.
HOORAY!

Huh, I was just looking at the store notes, and it is possible to buy community created relics from the store but these seem to be different ones to those on Bullroarer before. Ok I see other people on the forums wondering the same thing and Sapience being elusive, not mentioning if they are store exclusive or not, which is kinda worrying.
May 20, 2011 at 6:52 pm
As far as the EU forums have worked out, the top 3 from the community poll is available in game, with the next three being in the store, presumably exclusively.

Hope tokens stacking to 20! Hooray. My jewelcrafter is going to gain about 10 bag spaces because of this.
May 20, 2011 at 11:12 pm
My jeweler is so happy about this.. especially because it only had 3 bags to begin with (its on account #2)

Five hours downtime seems like an awfully long time for what seems to me like an very skimpy update.
May 20, 2011 at 11:51 pm
It may be possible that they are doing some preliminary codemaster migration prep-work while down as well?
May 21, 2011 at 12:34 am
We already know the client build for update 3 has some of the server migration stuff in it.. That means there may be some additional weirdness since the new servers arent online yet

Well, speaking from experience (working at a web-hosting company for 10+ years now), we as customers really don’t have any complete idea of what is involved in these maintenance outages. Give them a break.
I would much rather they take their time in the maintenance and do it right, versus having unstable servers for a day or two while they hurry to patch something that a proper unhurried update would have avoided.
I’m really looking forward to update 3 though, especially new skirmishes and dungeons.(thankfully I’m a subscriber, so I will have access to all of it right away without purchasing anything.)

I wonder if the fog of war effect will be eliminated in instance maps and caves too. It was really annoying to discover a cave or a smaller instance every time I visited with so small sight radius.
May 23, 2011 at 4:26 am
Anyone know what the new store cosmetics are? Are they just copies of ingame items or totally new designs? I cannot access the update until after june 1st…
would like to see some screenies!! Please?

I did browse through the “Store Exclusive” category in the Bullroarer store and saw no gloves, footwear or shoulder items added there. I’m really wasn’t sure what was in live for the categories so don’t know what was added but it appears to be stuff you can get in game unless mis-labeled as not store exclusive.
May 23, 2011 at 3:36 pm
How about a watermark kind of map which gets clear ones it’s explored, completely removing fog of war is a bad move in my opinion.
I was hoping for the correct Angmar Free Folk Steed skin, guess it’ll be fixed with Isengard.
May 23, 2011 at 6:12 pm
The bugged Angmar Steed should have been fixed with this, it was said it was…
May 24, 2011 at 12:56 pm
Yeah, it was my mistake. I logged in and found that it had the correct skin, made me very happy.
