Love it or hate it, I think most LOTRO players would agree that the legendary item system is one of the most confusing in the game. The learning curve on this system is rather steep. You’ll be leveling along happily and then, as early as level 45, your weapon or class item goes from being something with easily understood stats to this thing with lists of “legacies” that modify skills you may not even have yet!
I’m not going to go over all the intricacies of the Legendary Item (LI) system, but I would like to point out a couple things that I learned only recently. If you want a more in-depth explanation of the system, I highly recommend this forum post.
One thing I’ve long lamented is the seeming inability to move LIs from one slot in your LI Panel (the panel that pops up when you hit Shift + i). I like to organize my inventory as much as possible, so it was annoying to me when my LIs were kind of tossed into their panel haphazardly based on what slot was available when I equipped them. Well, it turns out you CAN swap LIs between slots!
The first thing you’ll need to do is make sure the LI you want to move is in your bag, rather than currently equipped on your character. Then, you’ll need to open the LI panel by hitting shift+ I (or whatever hotkey combination you have set up).
Now it’s as simple as dragging the item from your inventory to whichever slot you’d like to move it to. The slot can be empty (as in this photo) or you can move it to an already occupied slot to cause the LIs in question to trade places. If you were tracking either of the moved items in the LI Advancement tracker, you may need to re-click the “track” button in your LI panel to show the item or weapon’s progress again.
This information was such a breakthrough for me! Now, I can keep my currently equipped LIs in my first couple of slots, the ones I’m leveling for future use and/or specific buff legacies can be kept in the next couple of slots, and the last two slots I can save for items that will be deconstructed later for relics and item experience runes.
Another thing that bugged me was needing to stop and open the LI panel just to get a closer look at a LI was leveling. Well, it turns out that you can check on that rather easily! Looking at the Legendary Item Advancement Tracker (those bars that show your leveling LIs), just hold your cursor over the icon for the LI in question and up pops a tooltip! From there you can easily see all the important info about the item.
I know these are simple little hints, but it literally took me years to figure this out. Feel free to leave comments telling me how silly I am for not figuring that out long ago. And, no, we will not go into how it took me until my first hunter was almost 60 before I realized that you could equip and level multiple LIs to fill up those other 4 slots in your LI panel…

Oh, being able to resequence the items will be a life saver. I used to have my two preferred items in slots 1 and 2, until I crafted my new level 65 item, which went into slot 6
Sometimes I end up with *huge* numbers of LIs: I’ve got 5 characters at level 65: some characters have only 6, while others have stockpiles of 30 or more! (Especially my level 64 Burglar, who’s got a huge stack of level 65 items that the others have passed across)
I’ve got a spreadsheet I use (sometimes), which has one column for each item I’ve got, and one row for each potential legacy. Each cell then contains the rank of the legacy on that item. With this, I can (more) easily scan across a set of LIs and decide which ones are rubbish, and which ones are worth investing in.

Also, I believe Turbine had just added that tool-tip pop-up for the LI details off the tracker in the last update. Been using it since!

One other point. You should be able to drag an item from your character panel to a legendary slot. This allows you to move an equipped item without swapping it in and out of your inventory.

Tested this yesterday. It works and yay, that’s great because I only had one bow slotted and wanted to move it. LOL

My small tip is that, unless you are levelling your “main” item and need to get it to the cap ASAP, it’s always better to level more of the them at the same time. It will take individually more time, but about only half of it overall! As sharing the IXP between 6 itens, makes it a total of 192% to be shared between all of them.
I’m not sure if quest IXP is increased tough, I think it isn’t but never checked it.

Are level 65 second-age crafted weapons the best available in game? Better than the level 60 first-agers? I’m trying to figure out what I should be aiming toward…

Well, I’m far from an expert, but I’ll chime in here anyway!
I think it depends on what role you’re primarily looking for the weapon to fulfill. Strunto is a hunter, where DPS is pretty much the name of the game. So with my bow, I’ve gone with a lvl 65 Second-ager, because the base DPS is higher. My off-hander, I use a lvl 60 First age. It has good legacies (and more of them) and DPS isn’t an issue since I’m rarely in melee range in dungeons and such.

Generally speaking, you only “need” a 65 second age for your main weapon. If you have a 60 first age with good legacies, you’re not going to miss much aside from perhaps some more points that can be applied toward legacies and higher base stats. But anything you’re using as your main source of DPS will see a huge difference in level 65 vs level 60, regardless of the age of the weapon.

I will chime in with cheering and weeping for joy about the moving LI’s tip. What a difference that will make for my organization.
Don’t feel too bad about the hovering over the LI track bars thingy: they only implemented that in the last patch.
My question: the infamous “when to deconstruct” debate when leveling LI’s for relics. Level 11, 21, 12, 22…what?

@Larhanya You want to decon at 2, 11, 21, 31, 41, 51, 60, or 70. Add in whatever the starter LI max level is, 40 I think, but only for that item.

Thanks for the tip Ketani. I switched around my LIs today. I recently hit 65, so I am still using my level 60 2nd agers. Both are at max level, but now I can organize them appropriately!

LI weapons system is a worst game update up to this day. It actually made my lotro experience worse. It made it look more like a game with min-maxing issues and less a Tolkien world.

I don’t exactly love the LI system either, but it’s not the worst thing in the world (in my opinion). It could definitely stand for some serious improvement, as it’s a far cry from what it was originally described as. “Weapons that grow with you!” is not the same as “weapons you level just to destroy in hopes of a better one later”. Fortunately, we’re supposed to get a huge LI overhaul sometime this year, so I’m excited to see what that does for us. It can’t make it worse, right? Right?!

Easiest way to get a Symbol is to run School or Library of Tham Mirdain in HM 5 times. You need two friends because it´s a 3-persons instance. Good luck…
